Rioters

Alright I was playing the other day and I saw someone massing rioters, so I attack them, but I found out something after trying to kill them, their armor is high enough that they only take 1 damage from zombie level 2s
Should the armor be that high? :/

I'm going to lower their armor in the next release. Already started working on it. I don't have work tomorrow, so I should be able to finish up the trees I started adding.
