General Neutral heros with items

i know how to make it drop items and such, but how do i make it so that the item is in it's inventory?

If you create the hero manually (through triggers), just use a trigger action to add that item. If it's already on the map, find it through triggers (if using GUI you can just select the unit) and add the item into it's inventory. It's very very simple.
